The Votorantim Partnership for Education Program (PVE) was created in 2008 with the aim of contributing to the improvement of the public education system in the 57 municipalities in the 16 states where Votorantim operates by the social mobilization of communities and the improvement of management practices.

The program, which has been developed by the Legado das Águas in the Ribeira Valley using Votorantim Institute guidelines, has two types of model. The first model, known as an Individual PVE Program, is a service provided to a specific municipality and consists of focused and localized actions and efforts. The second model, known as a Hub PVE, is a service provided to two or three municipalities in the region. In this model, some of the actions and efforts are individualized and others are collaborative. In 2017, the municipalities of Juquiá, Miracatu and Juquitiba joined forces to form a hub, which enabled a greater degree of interaction and exchange of experiences between their departments of education. As a result, various activities were carried out during the year aimed at strengthening the educational system, including training courses and mobilization actions that involved the school community, the public education administrators in these municipalities. In addition, projects were developed together with the students. Some of the highlights were as follows:
